Overview
Historically, millions of acres of former munitions ranges were transferred from the military to be used for other purposes. These properties are formerly used defense sites (FUDS) or property transferred by the past five rounds of Base Realignment and Closure (BRAC) (i.e., 1988, 1991, 1993, 1995, 2005). The Department of Defense (DoD) is currently working to further define the inventory of sites and acreage that are potentially contaminated with military munitions and to prioritize these sites for cleanup. Environmental regulators overseeing response actions dealing with military munitions have an independent authority and/or responsibility to evaluate the public safety and environmental aspects of these response actions.

While some of the sites are fairly small, others may cover dozens or even hundreds of square miles in area. Ranges or other sites contaminated with military munitions may potentially have soil, ground water and surface water contamination from munitions residues (including explosives and heavy metals, and at a small number of sites, chemical warfare agents or depleted uranium). These residues may derive from partially detonated and decomposing ordnance and explosives from training activities, flares, smoke grenades, open burning and open detonation disposal activities, munitions burial sites, weapons testing and other military activities. Of course, the potential for premature detonation of the munitions is generally the principal concern during initial response actions.

 

Fatalities and severe injuries have resulted from citizens accidentally being exposed to military munitions or from people deliberately removing military munitions for souvenirs or other use. A number of chemical exposures with associated health effects have also been reported, some related to chemical warfare agents.

Personnel estimates include military and civilian employees but exclude contractors.  They do not fully reflect the changes now underway as a result of the 2005 Base Realignment and Closure (BRAC) process.  Personnel at Aberdeen Proving Ground and Fort Meade will increase significantly.  In addition, the National Naval Medical Center, to be renamed the Walter Reed National Military Medical Center as a result of BRAC, will experience significant increases in patient load and numbers of visitors through 2011.  All BRAC recommendations must be implemented by September 2011.

•  HAB® (HESCO Accommodation Bunker)

HESCO units are manufactured from welded mesh, either 8 gauge (4mm) or 6 gauge (5mm) and coated using the Galfan process. Each units is lined with ISO Standard 200g/m 2 non-woven polypropylene Geotextile.

Whether used to define boundaries or as a preventative barrier, HESCO units have been employed to safeguard personnel,防护挡墙-A group of Marines fill Hesco barriers, vehicles, equipment, facilities and other vulnerable target areas in a variety of military, peacekeeping, humanitarian and civilian operations. HESCO units have also been extensively used in civil applications in flood management,razor wire, erosion control and slope stability applications.

•  HESCO walls can be built to any required length and to any height. The unique joining system allows the user great flexibility in configurations and requirements. One of the key advantages of the system is that any readily available infill material can be utilised. Sand,石笼网-Alabama National Guard, rubble, rocks, soil,razor wire-Big Wheels, concrete and even snow have been successfully used.

The interior space is four foot by six foot, with 6'6” (1.98m) of headroom. The complete set is delivered on a single pallet weighing 826lb (375kg). Detailed instructions for the assembly of the guard post are supplied.

Containerised Bunker Kit

The HAB has been developed as a result of the ever-increasing threat to deployed personnel from indirect fire weapons.

The HAB will provide protection from weapons systems up to and including large mortar rounds. It has side walls formed from Mil 6 HESCO units and a specifically engineered roof structure to combat the effects of indirect fire weapons.

Features

•  Rapid construction is another key feature of the product. A typical wall of HESCO Concertainer units equivalent to approximately 1500 sandbags, can be erected and filled by two men and a single common loader in less than twenty minutes. An equivalent wall constructed of sandbags would take 10 men 7 hours to build.

•  The flat-pack design of HESCO Concertainer units allows for extremely efficient storage and transportation. Folded units can be packaged on standard timber skids or pallets, in containers or as bulk cargo. Over 500m of Mil® 1 units can be transported in a single 20ft ISO container.

HESCO Bastion Concertainer is a straight forward product that is easily and rapidly constructed to create effective and economical protective structures. Originally designed to replace conventional field fortification materials such as sandbags, HESCO units were first used operationally by the British Army in the 1991 Gulf War.
